    You can use HTML 4 by using this guide http://www.w3.org/TR/html4/ . I think http://webs.com is pretty good for making a site (but it does limit you.) All sites will limit you except for using the codes through HTML 4. Hope this Helps!

    Domain Names are not Free.
    Web Hosting is not Free.

    I’ve just created a website for the first time (still a couple of probs, but that’s the learning curve), and I’ve used KompoZer.

    I’ve found it very good and it’s free. I tried Joomla first, but found it to be too confusing.

    All you’ll need to get is a template if you don’t know html code, or are just beginning. I got my free template from http://www.2createawebsite.com otherwise you can get them free, but probably with a link back to where you got it from. Or you can pay, but who wants to do that these days?
